TL Certification Institute (TL Certification Center, hereinafter referred to as “TLC”) is currently the only professional organization that undertakes enterprise management system certification, environment management system certification, occupational health and safety management system certification, and product certification for the posts and telecommunication industry in China.

　　Adhering to the mission of CAICT as “a think-tank for the government, and a platform for the industry”, TLC takes “promoting industrialization development of new technologies in the communications industry, and improving the overall technical, quality and management levels of the industry” as its corporate responsibility. It actively facilitates the harmonious relationship development among the government, telecom operation enterprises, telecom equipment manufacturers, consumers and third-party certification and testing organizations.

　　For the past more than a decade since its establishment, TLC has always kept providing services to the domestic posts and telecom industry. The certified enterprises all belong to telecom operation enterprises, telecom equipment manufacturers, telecom engineering project implementers or organizations in the posts system.

　　In order to maintain the scientificity, objectivity and impartiality of its certification, TLC set up a management committee that comprises of representatives from relevant departments/bureaus of MIIT, CAICT, China Telecom, China Mobile, China Unicom, China Communications Standards Association (CCSA), some large telecom equipment manufacturers and relevant research institutes, providing guidance and supervision from the aspects of certification guidelines, operation strategies and policy implementation.
